This is a question for all the multirotor builders out there. As a learning tool, is this video reasonable in its claim, and my expectations, of being able to build something affordable that will work please?

Yes mate, Andy';s video is a good start for a beginner. I think he explains thing';s simply so will be a pretty easy learning curve.

It does depend on what sort of quad you want, for a racing or acro quad the painless360 yt channel and fpvflightclub are both superb resources,

What sort of finished thing are you looking for?

Yep andys videos are good that';s one i used when i built my first 450, Andy also has a lot of other builds for mini quads and micros all very well explained, also as Cheredanine mentiond look for painless360 as well his videos are more broken down into parts to more easlily digest, good luck on your first buils and welcome

I would like to d a combination of racing and videoagraphy both with fpv.  Of course I am along way off racing anything but would like to build something unique and different.
If that makes sense.

Yeah, and no.
Racing = fast, light, small, agile, low flight times, high speed. We do out action cams on them (Google Charpu)

Cam/photography = slow and stable with lifting capability for heavy payloads (cams)

There is no hybrid, this is not a technology thing, it is basic physics, the racing quads are all about power to weight ratio and short arms, lengthen the arms and it becomes less agile, add weight and it gets slower (and by weight we are talking about people who cut wires as short as possible to remove weight, who do not use pins or connectors but direct solder to avoid the weight, who do not put all the bolts in the frame or holding the motors on into the quad to save weight,

It is like saying I am gonna build a hybrid formula1 car/articulated lorry.

You can do some types of photography from a racing drone (see the Google above)
And you can cruise around nicely on a camera drone, but a hybrid isn';t gonna work so you need to kind of narrow it down to one thing or the other
