APM Tracker

Hi,   Has anyone attempted to build a Tracker using an APM?   Is it necessary to Arm the APM and, if so, how is this done without a receiver connected ?   My setup allows me to calibrate the two servos and they do move on power-up but do not react to changes of mode on Mission Planner.  Thanks
