AR8000 RX wont bind

Hi

I recently purchased a Pixhawk. The problem  can';t get it to bind. When i connect it to thePixhawk through the PPM encoder the Encoder light flashes but not the receiver. I have also tried it with an Orange receiver with the same result. Could it be a faulty PPM encoder?

From memory, that RX requires a satellite to be connected and bound prior to being connected to the PPM
